Our key priorities

In April 2023, the Safeguarding Adults Board developed a strategic plan which identified three key priority areas for our borough.

These were:

  • Effective Systems and Processes
  • Communication and Partnership
  • Creating a culture of learning

Initially, we had proposed that we would have a 1-year plan for 2023-24. At our Development Day in March 2024, it was agreed that these overarching priority areas remain relevant and would continue to guide our work, and our strategic plan has been extended to last until March 2026.

What's next

A lot of work has been done in the last year to lay the foundations for the work we want to do in Hammersmith & Fulham. We now want to continue to ensure we are building on those initiatives and making plans to review our impact.

In extending our strategy for another 2 years, we have established the following stages:

Our work plan for 2024-25 therefore includes continuation of existing projects as well as the introduction of new pieces of work, ensuring that priority is given to the areas we have identified as needing renewed focus.

Priority 1

Effective systems and processes

The SAB will:

  • seek to embed key messages of multi-agency self-neglect guidance as part of ongoing commitment to improve our response to, and understanding of, self-neglect and make use of analysis to identify pathways for earlier interventions and support
  • seek to improve its understanding of how abuse and neglect impact different communities, considering issues of intersectionality and impact of focused needs such as substance misuse or mental health
  • seek to strengthen its assurance processes in order to ensure the effectiveness of safeguarding activity and that safeguarding practice is continuously improving
  • will support escalation of agency concerns regarding work relating to the Safeguarding of Adults at Risk

Measurements for success

The SAB will:

  • be able to evidence regular data reporting and action planning in response to analysis
  • receive a series of themed assurance pieces including topics of homelessness, transitions, persons in positions of trust and domestic abuse
  • will be able to evidence an agreed escalation policy which is endorsed by all SAB Members
Priority 2

Creating a culture of learning

The SAB will:

  • develop mechanisms to capture the voice of those with lived experience of adult safeguarding enquiries in H&F and using this to inform practice
  • renew commit to joint development of multi-agency resources and training opportunities which promote learning and best practice, with specific focus multi-agency working
  • increase its engagement with frontline staff to support them in feeling confident to respond to adult safeguarding concerns

Measurements for success

The SAB will:

  • use analytics from the SAB Website to evidence awareness of available resources
  • evidence the number of staff reached via SAB-led reflective practice sessions and focus groups
  • evidence the voice of those with lived experience within its reporting and action plan
Priority 3

Communication and partnership

The SAB will:

  • build stronger relationships with the local voluntary and community sector so as to increase our engagement with service users and residents; with consideration to how we increase engagement with existing forum spaces
  • develop mechanisms to raise awareness in H&F communities on how to spot signs of potential abuse and neglect, and how to seek support

Measurements for success

The SAB will:

  • deliver an engagement event and evidence embedded plans for ongoing collaboration and support with the local voluntary sector
  • demonstrate development of resources aimed at adults at risk, carers and H&F residents
